Banjir luar biasa

KUALA LUMPUR: Banjir di Johor, Melaka dan Negeri Sembilan bertambah buruk dengan daerah Segamat hampir lumpuh, manakala 26,704 penduduk di tiga negeri itu dipindahkan ke pusat pemindahan sehingga malam tadi.


Bencana itu turut menyebabkan sebahagian laluan dua lorong Projek Lebuhraya Utara Selatan (Plus) dari Jasin ke Tangkak terpaksa ditutup selepas air Sungai Kesang dan Tangkak melimpahi tebing sehingga ke paras 0.54 meter.


Perkhidmatan Keretapi Tanah Melayu Berhad (KTMB) bagi sektor selatan juga dibatalkan menyebabkan 284 penumpang Kereta api Ekspres Wau dari Tumpat, Kelantan ke Singapura terkandas di Stesen Keretapi Gemas.


Sementara itu, Timbalan Perdana Menteri, Datuk Seri Najib Razak, berkata Kabinet pada mesyuaratnya semalam mengarahkan Angkatan Tentera Malaysia (ATM) menambah anggota dan peralatan termasuk helikopter, bot serta kenderaan berat bagi membantu menyelamatkan mangsa banjir di negeri terbabit.


Najib yang juga Pengerusi Jawatankuasa Pengurusan dan Bantuan Bencana Negara, juga mengarahkan semua pihak pada peringkat negeri dan daerah menyalurkan segera bantuan makanan dan selimut kepada mangsa di pusat pemindahan.


“Jika peruntukan kewangan tambahan diperlukan, kerajaan setuju menyediakannya untuk memastikan mangsa mendapat bekalan makanan dan selimut,” katanya.Beliau yang akan meninjau keadaan banjir di Johor hari ini, berkata negeri lain akan turut dipantau kerana cuaca sukar diramal.


“Kita menjangka Pantai Timur yang banjir tetapi Johor pula dilanda banjir teruk,” katanya.Banjir di Johor akibat fenomena hujan lebat luar biasa sejak tiga hari lalu, menyebabkan 22,751 penduduk daripada 4,925 keluarga dipindahkan ke 165 pusat pemindahan di semua lapan daerah di negeri ituSegamat paling teruk dengan semua jalan ke daerah berkenaan dinaiki air dan tidak boleh dilalui kenderaan.


Lebih 200,000 penduduk di daerah itu kini terputus bekalan elektrik, telefon dan air bersih.Sesetengah mangsa banjir di Segamat juga dilaporkan masih terperangkap di rumah menunggu bantuan udara kerana hampir keseluruhan bandar berkenaan ditenggelami air selepas Sungai Segamat melepasi paras bahaya 11.34 meter berbanding paras normal 9.14 meter.


Di MELAKA, 3,193 mangsa ditempatkan di pusat pemindahan banjir, termasuk 750 orang di 12 pusat pemindahan di Durian Tunggal, Gadek, Rembia dan Alor Gajah, 809 di 15 pusat pemindahan di Bemban, Sungai Rambai, Asahan, Merlimau, Serkam dan Rim, manakala 440 di Melaka Tengah.


Pengerusi Bilik Gerakan Banjir Alor Gajah, Hasim Ismail, berkata Jambatan Kampung Beringin menghubungkan Parit Melana ke Krubong terpaksa ditutup kerana dikhuatiri roboh.Di SEREMBAN, keadaan banjir di daerah Tampin juga bertambah buruk apabila 760 mangsa dipindahkan ke lapan pusat pemindahan sehingga jam 5 petang semalam.Pengarah Gerakan Banjir Daerah, Superintendan Zull Aznam Haron, berkata beberapa jalan terpaksa ditutup, antaranya Jalan Persekutuan antara Tampin ke Johor Bahru selepas laluan di Felda Sungai Kelamah sepanjang tiga kilometer (km) dinaiki air antara satu hingga dua meter.Laluan lain termasuk Jalan Gemas-Batu Anam, Segamat, Jalan Gemencheh-Batang Melaka dan Jalan Gemas-Kampung Ladang.Beliau berkata, sebahagian pekan Gemas ke Jalan Batu Anam, Segamat serta kawasan perhentian bas Gemas juga dinaiki air antara 1 hingga 1.5 meter.Pengurus Besar Komunikasi Korporat Plus, Khalilah Mohd Talha, ketika dihubungi pula berkata sebahagian lebuh raya dua lorong dari Jasin ke Tangkak ditutup sementara kerana dinaiki air 0.54 meter.Bagaimanapun, katanya, trafik berjalan lancar kerana Plus melakukan kontra aliran trafik bagi laluan dua lorong lebuh raya ke utara. KTMB dalam kenyataannya juga berkata, perkhidmatan antara bandar KTM bagi sektor selatan terjejas dengan lima perkhidmatan dibatalkan semalam, iaitu, Ekspres Rakyat Singapura-Kuala Lumpur, Ekspres Sinaran Pagi Kuala Lumpur-Singapura, Mel Tren No 58 Singapura-Gua Musang, Mel Tren No 61 Gua Musang-Singapura dan Mel Tren No 64 Singapura-Gemas. Perkhidmatan Mel Tren No 57 Gua Musang-Singapura pula berakhir di Gemas.

Mission Profile: The Proton launch vehicle will inject the satellite into geosynchronous transfer orbit, using a five-burn Breeze M mission design. The first three stages of the Proton will use a standard ascent trajectory to place the Breeze M fourth stage, with the satellite, into a suborbital trajectory, from which the Breeze M will place itself and the spacecraft into a circular parking orbit of 173 km (107.5 miles), inclined at 51.5 degrees. Then the satellite will be propelled to its transfer orbit by additional burns of the Breeze M. Following separation from the Breeze M, the spacecraft will perform a series of liquid apogee engine burns to raise perigee, lower inclination and circularize the orbit at the geostationary altitude of 35,786 km (22,236 miles).

ILS Proton Successfully Launches MEASAT-3 Satellite

BAIKONUR COSMODROME, Kazakhstan, Dec. 12, 2006 - A Proton Breeze M launch vehicle successfully placed the MEASAT-3 satellite into orbit today, for the final mission of the year for International Launch Services (ILS).

The launcher lifted off at 5:28 a.m. today local time (6:28 p.m. Monday EST, 23:28 Monday GMT). The mission lasted 9 hours and 12 minutes before MEASAT-3 was released into a geosynchronous transfer orbit. This was the fourth Proton launch of the year for ILS. ILS has exclusive rights to market and manage missions on the Russian Proton vehicle for commercial satellite customers worldwide.

The satellite is a 601HP model built for MEASAT Satellite Systems (MEASAT) Sdn Bhd by Boeing Satellite Systems International Inc. From its final orbital position of 91.5 degrees East longitude, MEASAT-3 will serve customers in more than 100 countries at C-band and in Malaysia, Indonesia and South Asian with DTH-quality Ku-band coverage. This was MEASAT's first launch on an ILS Proton vehicle, as well as the 10th 601 model spacecraft launched on Proton.

"This is the first satellite to be launched for MEASAT in a decade, and we're pleased that ILS and Proton have played a part in this important event," said ILS President Frank McKenna. "We're proud of the accuracy with which Proton delivered the satellite to orbit. Today's successful performance validates MEASAT's confidence in our vehicle, and we hope to convert this confidence into additional opportunities to work with MEASAT."

"The satellite, which is central to the expansion of our DTH and broadcast distribution business, is expected to begin operations by 1 February 2007. The Proton vehicle, built by ILS partner Khrunichev State Research and Production Space Center of Russia, has carried out 323 missions for the Russian government and commercial customers over more than 40 years.

ILS is a joint venture between Space Transport Inc., Khrunichev and RSC Energia. ILS is incorporated in Delaware in the United States, and is headquartered in McLean, Va., a suburb of Washington, D.C.

MEASAT is a premium supplier of satellite communications services to DTH operators, broadcasters and telecommunications companies across Southeast and Northeast Asia. This addition of the MEASAT-3 satellite will expand the MEASAT fleet to over 100 countries representing over 70 percent of the world's population.

Malaysia's Measat-3, scheduled for launch on Dec 12 from the Baikonur Cosmodrome in Kazakhstan, will extend the reach of the Measat fleet to over 100 countries, representing more than 70 per cent of the world's population.

The new satellite involved an investment of USD220 million by Measat Satellite Sdn Bhd which is currently operating two satellite networks and provides video distribution services across East Asia and Southeast Asia, Indochina, South Asia and Australia.Its vice president of engineering and operations, Dr Ali R. Ebadi, said the new satellite will build scale and improve customer value proposition since Measat-1 was reaching 95 per cent utilisation.

Measat Satellite is a premium supplier of satellite communications services to broadcasters, direct-to-home (DTH) operators and telecom providers.The company provides a complete range of broadcast services including video playout, uplinking and video turnaround to and from the key European and North American markets.Speaking to reporters during a media briefing and tour of its teleport and broadcast centre here, Ali said investment in the new spacecraft will allow Measat Satellite to strengthen its presence in existing DTH, VSAT (Very Small Aperture Terminal) and national broadcast segments and expand into new DTH and international broadcast segments.

Measat-3 will also provide the company's existing customers with significant growth possibilities as other satellites servicing key segments were close to full utilisation or facing reliability issues, he said.It will also build new capacity at the same slots, enabling customers to expand without having to invest in new ground installations, Ali said.Measat Satellite's chief operating officer Paul Brown-Kenyon said its vision was to become one of the top three satellite operators in the Asia Pacific region.

To achieve this, the group is expanding network scale reach, growing slots and introducing new services, he said.Measat has the rights to over 16 orbital slots around the world and was in discussions with a number of other partners over development of these slots, Brown-Kenyon said.

The company was now working with international broadcasters to provide a complete broadcasting solution, and has introduced satellite solutions for video services, co-location services, VSAT services and Internet Protocol (IP) services, he said.It was also in discussions with a number of African partners regarding a joint-venture satellite dedicated to the region and with parties from South Asia to extend the network reach and customer base, he added.

Measat-3 was manufactured by Boeing and built on the basis of a Boeing 601 satellite platform. The Measat 3's orbit mission life is about 15 years.The satellite will be delivered in a geostationary orbit, from which it will serve the communication systems of Malaysia, countries in South-West and Central Asia, Africa, the Middle East, Eastern Europe and Australia.Measat Satellite is also working on Measat-1R, the replacement for Measat 1, which is due to be launched the latest by early 2008.The satellite is currently being built and will be co-located with Measat-3.

Sultan Mizan dimasyhurkan Sebagai Yang di-Pertuan Agong ke-13

Sultan Terengganu, Sultan Mizan Zainal Abidin Ibni Almarhum Sultan Mahmud Al-Muktafi Billah Shah hari ini melafazkan sumpah memegang jawatan sebagai Yang di-Pertuan Agong ke-13 dalam upacara penuh adat istiadat di Istana Negara di sini.
Dengan pengisytiharan itu, Seri Paduka menjadi antara Yang di-Pertuan Agong termuda dalam sejarah negara. Seri Paduka berusia 44 tahun.
Seri Paduka dan Raja Permaisuri Agong, Sultanah Nur Zahirah mempunyai empat cahaya mata yang masih kecil iaitu Tengku Nadhirah Zahrah, 10; Pemangku Raja Terengganu, Tengku Muhammad Ismail, 8; Tengku Muhammad Mua’az, 6, dan Tengku Fatimatuz Zahra’, 4.
Turut melafazkan sumpah memegang jawatan ialah Sultan Kedah Sultan Abdul Halim Mu’adzam Shah sebagai Timbalan Yang di-Pertuan Agong.
Kedua-duanya dipilih oleh Raja-raja Melayu pada Mesyuarat Majlis Raja-Raja yang ke-208 (Khas) di Istana Negara pada 3 November lepas untuk tempoh lima tahun berkuatkuasa hari ini.
Sistem penggiliran Yang di-Pertuan Agong dalam kalangan sembilan Raja Melayu dimulakan sejak kemerdekaan negara pada 31 Ogos 1957.
Upacara hari ini bermula pada 11.50 pagi dengan Mesyuarat Majlis Raja-Raja (Khas) yang ke-209 sempena Istiadat Melafaz Sumpah dan menandatangani surat sumpah jawatan oleh kedua-dua Seri Paduka Baginda.
Mesyuarat khas yang dipengerusikan oleh Sultan Perak, Sultan Azlan Shah di Balairong Seri dimulakan dengan bacaan doa selamat oleh Pemangku Imam Besar Masjid Negara, Abdul Rahman Yusof dan diikuti dengan Penyimpan Mohor Besar Raja-raja, Datuk Engku Ibrahim Engku Ngah menyembah surat sumpah jawatan kepada Sultan Mizan.
Sultan Mizan, selepas melafazkan sumpah jawatan, menandatangani surat sumpah jawatan itu, diikuti dengan Sultan Kelantan, Sultan Ismail Petra dan Sultan Selangor, Sultan Sharafudin Idris Shah sebagai saksi.
Ini diikuti upacara melafaz sumpah dan menandatangani surat sumpah jawatan Timbalan Yang di-Pertuan Agong oleh Sultan Abdul Halim Mu’azam Shah dengan diikuti Sultan Kelantan dan Sultan Selangor sebagai saksi.
Mesyuarat Majlis Raja-raja itu ditangguhkan dan diikuti dengan istiadat menandatangani surat-surat perisytiharan memegang jawatan yang ikuti dengan persembahan surat-surat itu kepada Yang di-Pertuan Agong yang baru dan timbalannya untuk ditandatangani.
Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi kemudian membaca perisytiharan bahawa Sultan Mizan telah mengangkat sumpah sebagai Yang di-Pertuan Agong ke-13 dan Sultan Abdul Halim Mu’azam Shah sebagai Timbalan Yang di-Pertuan Agong.
Upacara penuh istiadat itu yang disiarkan secara langsung oleh RTM diakhiri dengan bacaan doa oleh Mufti Wilayah Persekutuan, Datuk Wan Zahidi Wan Teh.
Kesemua sembilan Raja Melayu atau wakil-wakil baginda serta empat Yang Dipertua Negeri hadir pada majlis itu.
Yang turut hadir, Timbalan Perdana Menteri, Datuk Seri Najib Tun Razak, menteri-menteri besar, ketua-ketua menteri, menteri-menteri kabinet, anggota Dewan Rakyat dan Dewan Negara serta pegawai tinggi kerajaan.
Selepas selesai upacara, Abdullah mengetuai upacara menghadap.
